Settings > Notifications > Phone > toggle off 'Allow Notifications'

This could work, maybe? I've never done this but it seems like it would silence all phone calls and maybe even send them directly to voicemail.

I believe iOS 13 has some options relating to not letting calls from unknown numbers come through. But that’s not really quite the same thing I guess.

As others mentioned, can't really do it.

As @C DM mentioned, iOS 13 has ability to send numbers not in Contacts to voicemail.

Or in any version, set a default silent ringtone, and then assign a ringtone to contacts you care about.
