Why is this setting enabled by default in big sur? im not sure i understand the meaning of the setting either ,if the screen is locked on the login screen, why would notifications be coming in if the user isn't even logged in?

The screen being locked is different from not being logged in. You can stay logged in and lock your session.

So is it beneficial to keep the setting enabled?
I fully understand that it’s a good thing to enable the do not disturb setting for “When the display is sleeping” and the other one for When streaming to an Apple TV it a projector bu

Whether you want the setting enabled is kind of up to you. Do you, in the unlock screen (where you enter your password, see your profile image, etc.) want to get a glimpse of notifications?
