If they debut in the 10th, go on pre-sale on the 13th, and go “live” on the 20th do they tend to ship on that date or be available at the store for pickup? I leave on the 22nd for Europe for a few weeks and hoping to have it as my walk-around camera for the trip.

When you pre-order on the 13th, and have the option to do an in-store pick up, it means that you will be able to pick yours up at the Apple Store you choose on launch day.
Do note that you will NOT be getting tracking info if you do the in-store pick up option for the iPhone. But you will get an e-mail either the night before or while you sleep that it's ready for pick up.
Shipping would depend on the current business day, as for ‘in-store pick up’, that can be also allowed on the same business day (Or release day) assuming the store has the appropriate stock. Apples logistics have greatly improved over the years, and the store has really made it much more of a simple process to walk in—> pick the phone up—>leave.
