They will wait for a .1 update before they release it to make sure apple doesn't fix it right off the bat.
If someone has one that has been developed during the various beta version, then they will have to test it with the released version to make sure Apple haven't changed anything that effects the jailbreak. It'll probably take a few weeks. That is IF they have a jailbreak that was complete, which is unlikely, as it might be a lot of wasted effort to develop it for an OS that will most likely change.
It will be very interesting to see which jailbreaking team will release the iOS 9.3 Jailbreak or the 9.2 ect..possible or probable?

I've been lurking in r/jailbreak and supposedly enMTW sold his exploits to Taig if that's true I hope it comes out soon. I haven't had a jailbreak since Feb '15I did have a 4 laying around that I jbed but that thing is sooo slow!!
