As the title suggests.

I'm wondering, is the iPhone tie to regional service at IMEI/baseband level?

I've got someone who's coming over but wants to use their iPhone, but they don't want to jailbreak etc.

Hmm, this is sort of messy :/
 
Yes, US iPhones will work in the UK. You will have to use AT&T's international roaming plans. They have several that might cut the costs. They also have pre-paid data plans that can save a lot for data usage.

Yes, they will work only with an AT&T simcard.
All us iPhones a re locked to AT&T so no other simcard will work in there.
