I was just to buy a PDF Editor app for my iPhone 11 Pro but before I hit the buy button I thought let me open up a PDF and see what the built in PDF app looks like. When I opened the PDF, I noticed that I can add annotations or signatures so that makes me wonder, what is the need for a paid PDF app then? What am I missing here?

You are missing nothing. keep your money and use the Markup functions. PDF is literally baked into MacOS/iOS. no need for more tools (unless you need advanced functionality like OCR, etc.)
