Solution: Take ONE typical or most-common app out of the folder and place it in the slot right above the folder. Its like the icon for the folder. If you do this with all your folders, navigation is easy.
You can either do two rows per page: icons over folders, then icons over folders again. (One folder and one poster app per category = 13 total.) Or just one row: icons across the top, and THREE folders below each, like Utilities 1, Utilities 2, Utilities 3. (Thats 37 apps per category in that case.)
I also like to use Emoji in folder names.
