Do you think there will always be one version of IPad OS, or do you think Apple could make a "Pro" version with capabilities that will be available on their M1 Ipad Pros but not on their non-M1 Ipads?
I don’t think Apple will fragment their iPad platform this much.
Just like how you can run the same apps on the cheapest and the most expensive Macs but with different performance.

Also, sometimes apps will have dependencies which will prevent you from running them on incompatible hardware or at least make them very glitchy (e.g. games without a proper video card).
