Dock on multiple monitors

I have a 2018 mac mini with 2 monitors, I want to have the dock always on the bottom of the left monitor. I have been unable to lock/freeze it in place. It will switch to right side monitor from time to time.

Any way to lock/freeze it in a desired location.
