Dock Stays Hidden and Doesnt Zoom

Hi all,

I just got a new MAcBook Air (13'' - 8GB and 128G)

When I set my dock to auto hide it stays hidden even when I click and move my mouse over the dock area.

I also find when moving out of one window to the desktop the mouse curser stays in the the double arrow as if to extend the window.

When I set the dock to not auto hide, hovering over the app icons they dont zoom, even when set to zoom and there is no pop up discription.

Please assist. I have googled it extensively but nothing works.
