Just upgraded and my Dock is on the left side of the screen (never had it there before), and I can not move it. The System Preference Panel has all the options (Size, Mag, Position, Effect) greyed out.....

Any ideas?

Right click the dock where the broken line appears. You can choose the position there.

Not sure why your dock preferences would be greyed out unless your Mac was being managed.

No response to a right click on the dotted line.

I added a few screen shots of the bar and where the settings should be?

Update

Created a new user on the iMac. Logged in and the Doc is at the bottom with defaults, but that account can not change the Doc Preferences either (it is an Admin Account).

One thing to note is that I had Lion and Lion Server, but, only installed ML not ML Server yet.

I'm having quite some problems with the Dock app, that indeed reflect on all users: sometimes the shelf isn't showing, sometimes the default ML wallpaper is showing instead of my custom, sometimes I see Lion indicators. I blame the Dock app, from what I see.

You can try killall Dock within Terminal, Repair Permissions...
I ended up running the ML updater again, after which my system sound preference pane was grayed out like your Dock pane.

Sometimes it 'just works' though.

Solved... or gone

I re-installed Mountain Lion and I now can access the preference for the Doc.

Would not mind the re-install if it was not yet another lengthy download.

I did not install server for ML yet.
