with this stack i have attached how do you get the niffty box around applicataions and stuff mine are just folders on my dock
my dock is second
i want my dock to look like the dock up top with the box around the stacks???

Download the Stacks iconset.

Then use Palette(my choice) from http://cocoamug.com or "Stacks in da place"-from http://www.macupdate.com/info.php/id/26485/stacks-in-da-place

You can do this manually but i'm not a hundred on how.

Can you in turn tell me where to get that desktop wallpaper you have there?

Download either the grey or white icons from here, and just drag the ones you want into their respective Stacks. Drag the stack out of the dock if it doesn't work, and then drag the folder back from the Finder
