I might be a bit confused, but . . .
I have a Late 2014 Mini at home, connected to a Dell U2715H Monitor by DisplayPort and USB.
I have a Windows 10 laptop for work.
I was hoping to find a set up where I could quickly unplug the monitor from the Mini and plug it into the laptop. I thought I could connect the Mini to a Thunderbolt dock, and plug the Monitor into the dock. When I wanted to use the laptop, I could either (1) unplug the Mini from the dock and plug in the laptop; or (2) unplug the monitor from the dock and plug it into the laptop.

Any thoughts or suggestions?

If I went with a Thunderbolt Dock, could I get a cable that's Thunderbolt 2 out of the Mini and into a Thunderbolt 3 port on the dock? (I know I wouldn't get T3 performance.)
 
If you just want picture (i.e. not USB) from the display, just have a second DisplayPort or HDMI cable connected to the back of the display (it has 2x HDMI, DP and mDP) and plug that into your laptop, then use the display's input picker to swap.
 
Get a monitor that can handle dual inputs, or even better just use the laptop next to the Mini and install Synergy so you can share a keyboard and mouse between the two and use both at once.
