Nope. Those plans are long since expired from late 2000s. I just use my jailbroken iPhone for unlimited tethering that has no throttling

AT&T has the unlimited iPad data for $30 a month if you get the
LTE iPad. That’s an extra $130 for the LTE iPad plus $30 a month for the data though.
If you put an AT&T sim in your iPad, you can sign up directly through settings/cellular data. It is $35 for 1 month or $30 per 30 days with auto renewal. I usually sign up for the 30 days when I go on vacation.
