Does anyone have a low quality camera bug?

Well, I was taking some videos with my iPad mini 2, and opened iCloud on the web and transferred the video to my computer.
And I opened it and I saw a video filmed with a potato.
I put the quality up to 1080/30fps, but I saw a 360p video.
Is this a bug on iOS and does anyone have this weird bug?

Sure, but I've taken pics of very good quality without a flash. That's why I posted my question.
