It should work in Windows too. Just shift + click on Restore and choose that file. It should install it.
I know I know. But supposedly there is a 5.0 carrier file floating around on the internet....
Well well, I actually happen to have it. Yes, I know, clutch.
Here it is: ATT 5.0 Carrier bundle. I used it with 3.0 GM to enable tethering. Forgot if it affected Visual Voicemail, but I am pretty sure it didn't. Note that it isn't actually a ZIP file, that's just the only way I could upload it...so once you download this, delete the .zip and leave the .ipcc extension. Enjoy, post feedback as well.
Also, I believe this does enable MMS in the messages menu, but again, as been beaten to death here in the forums, YMMV. Do not complain if it doesn't work.
The current 8.2 iTunes DOES NOT let you select a custom carrier file. You must either
a) if using Windows: downgrade to an 8.2 pre-release of iTunes, which does let you select custom carrier files (google around...)
or
b) on a Mac, use the Terminal command to enable you to select a custom carrier file (search the forums, it's here, but I can't fully recall it right now).
defaults write com.apple.iTunes carrier-testing -bool TRUE
if you dont want to downgrade to a different version of itunes, just email the ipcc file to yourself. open the email on your iphone and click the file and it will install that way. its a lot easier.

I did that but when I click on it thru the iphone nothing opens up.
Mine is grayed out in email... how did you manage to accomplish this?
I'm having a hard time finding a pre-release version of iTunes 8.2 for Windows. I see all kinds of Mac versions and 64-bit Windows. But nothing I can actually use.
