Does anyone have this animation bug or just me ?

when single application open , double click to home button for open app switcher, dock turns grey about 1 second and background wallpaper have weird animation. Watch the video.
If you set a live wallpaper the same thing happens. The entire background of the home screen darkens for a bit. Noticed it started around 10.0
