Does anyone know what do not localize means? Ventura 13.1

I fired up the freeform app on the Mac and saw it.

It doesn't seem to impede performance..but I don't really know what it means

This looks like an older version during beta or a bug. It's a developer reminder concerning the menu.
It is not visible on my RC1/Release version.

Super weird. I’ve never installed a beta, or have been a tester in the past.
I only have the release version, installed late this afternoon

It's a bug. I am on the official macOS 13.1 update—never installed a beta/RC version in my life—and it's showing up on the app when you close out the main window but haven't quit the app.
