If you hold down on a file to bring up the context menu. One of the options you get is to pin the file. Pinning it will add a little green pen icon in front of it... but I can’t for the life of me figure out what it supposed to do. It doesn’t pin the file to the top of the list.

When I pressed pin it started to download the file. Other than that, no idea what it means

I don’t have the beta running. But is there maybe a pinned section on the sidebar?

Probably an option to keep the file permanently downloaded. iCloud can offload downloaded files at any time otherwise. Neat. We were just discussing that need in another thread.

That's what I initially thought, but Favourites already accomplishes this. Then I thought maybe Pinned will keep them at the top of the table when sorted?

Good thought - I bet this is it.

Catalina also has a similar new "Pin" option for iCloud folders, though not files at the moment.

Nice. Seems to be something a lot of people want. Hopefully it's available equally at the file and folder level for all platforms soon.
