I'm saving to purchase an iMac and additional display, but I'm considering first getting the display to use with my MacBook Pro. I want both monitors for the desktop to be the same size, but I can only find 27" monitors in the Apple Store. Does Apple/Mac make 21.5" displays, and if so, where can I find them? Perhaps my only option would be 27" iMac and additional display, but that seems like too much for me.

No, they did make a 20", a 23", a 24" and a 30" display, but they are out of production. They were all called Cinema Display and the only one available via Apple is the 27".

Are you sure a single 27" is not enough? It provides nearly as much pixels as two 1080p monitors. Of course there are plenty of 3rd party 21.5" monitors that you could pair with the 21.5" iMac.
I prefer dual monitor setups for studio recording and like to have editing programs on one display, while running references, browsers, etc on the other (and movies for those long boring sessions). This is how I ran things with PC before switching to a MacBook Pro, and it seems to be the most comfortable for me, although 27" certainly has enough room that I could find a way to make it work. It's just my personal preference and organization habits to have two displays.
It seems going with two 27" displays would be my only option since I would rather stay with Mac products.

I know you have said you would rather stick with Apple products, why though? If it is some business requirement thing, fair does. If it is a vanity thing i.e. Apple is better than everything else I think that is pretty daft. The Apple products market is tiny compared to the other options there are available to you, and to totally write them off in order to have something that is expensive and flashy yet not necessarily being any better would be a pretty poor move in MY opinion.
There are hundreds of different monitors out there, some at great prices, some great quality, and it would certainly be worthwhile to maybe at least have a look at them.
I may be a bit off here, but is Apple's policy on dead pixels not something like upto 15 is an acceptable amount on the larger screens, whereas companies like Samsung and Dell, 1 dead pixel and they will give you a new screen. Wee things like that are a big deal to me, and if you are paying the Apple tax, you would like it to be perfect.
