My iPhone 6s Plus has only 13 GB. when I first bought it, it had 32GB so if I do "Erase all content and settings" will I get back the 32GB or will it stay at 13GB?

If you reset it to factory settings it should be close to your memory amount when it was new. New iOS updates and added features might take some of that, not sure how much.

So if i do "erase all content and settings" from the Settings menu on the iPhone, will it also update my phone to iOS 12? Cause now It's iOS 10

But it won't be the 32 GB - IOS no matter what version takes space and so it will be 32 - the IOS portion.
