One of Apples primary goals is using the "Freemium" business model to generate high profits from iCloud.
How "Freemium" works is to use the hot button word "Free". People are very gullible & assume iCloud is free. But the truth is only a sliver of it is free to get you hooked or addicted to it. Then before you know it, you've used more space & that's when the charges start & Apple smiles
It's no different than some, but the exception is due to the type of data one puts on iCloud you run out of space sooner and start paying Apple.
I'm sure it has it's place but those experienced computer users have less expensive choices.
