Thats for iTunes encrypted. But iCloud backup is the same as an iTunes encrypted.

What are you talking about. All that is backed up in iCloud backups. It has stored health and keychain data since iOS 8.
Did you even read your own support article, that is listed under iTunes backup, not iCloud.
An iCloud backup is the same exact thing as an encrypted iTunes.
I don't fully believe everything Apple publishes as 100% true unless I have experienced it or the overwhelming majority concurs. I have been doing IT for many years and have learned, a lot of things are not correctly explained or work as smoothly and as advertised.
So yeah, I've read the article. The only thing that is not the same are Apps. iTunes will back those up and restore. iCloud backup does not. It is also recommended that if you have a large backup, iTunes w/Encryption is the fastest/best method.
I use iCloud as a secondary/fail safe option. I only restore/backup using iTunes when necessary.
