I ask because I can't seem to find any relevant settings, and every time I try view a photo (iOS set to "optimised"), it downloads the higher resolution version, but almost always stops at a quarter and goes no further (see attached screenshot).

But when I go back onto wifi, it downloads correctly.

On my phone it also stops at a quarter but the eventually it does complete (and goes straight from one quarter to 100%).

I *think* the phone just goes to 25% even if you are not downloading anything, and then the progress isn't really reported properly (maybe for some reason your phone is not able to access iCloud Photo Library on cellular data?).

Mine doesn't seem to make it past 25%, no matter how long I wait.

You might be right about the cellular data thing, but, oddly, I was able to download the photos last week. Suddenly, I can't. So I can't figure out the pattern.

I think it might be connected to this, since mine fail to download over cellular. I think this is it but I don't know. ImageUploadedByTapatalk1429274527.379208.jpg
Edit: yep, turning that on allows me to download them from iCloud photos over cellular.

Yes, I see. Mine looks the same as yours.

But what scares me is that, if I turn that on, it will upload my photos and videos using cellular data which, obviously, is not what is desirable.

I'm going to test it quickly.

EDIT: Nope. Turning on cellular data (and wifi off) makes no difference.

I don't know if I misunderstand the question. But, when I open a photo on iPhone it loads immediatley over cellular.
 
Actually been very happy with it. It takes a little time to open all the albums in the cloud though.
 
Thank you so much! But does that mean that photos/videos are also uploading in the background over cellular? Wouldn't be good news for my data plan... Meanwhile I just switch to "on" when looking at old photos, then back "off"... Thanks!

Whenevs I take a pic while I'm on cell data, it is not uploaded til I am connected to wifi. I do have "use cell data" turned on and it still uses wifi only to upload.

Has anyone found a way to get *uploads* to use cellular data too? At least for photos? There's a lot of cases when I'm on vacation and I'd love my photos to immediately be uploaded as I take them. I have a 20GB data plan every month; it's not like I'm at risk of hitting it.
