So I got out of the 17th century and decided to get over my concerns about iCloud...privacy.
Started photo sync on my phone and granted, I understand there it's not just a upload, as the iPhone is getting downsized images, etc.....but it was taking forever....

Called Apple, to see if sync was getting interrupted whenever the phone locked, etc and I was advised no.

Anyhow, something must have happened on the back end, cause literally after a couples of hrs, and it being at 6% uploaded.....a hr after I get off the phone with the Apple rep, all my sync upload has completed.

I can't confirm or deny, but does Apple have the ability to tweak the *inbound rate cap* .....cause unless it's some weird conincidence, it does appear to be the case for me.
 
Uploads will generally pause on a locked device that isn't connected to power (except to upload a handful of recently taken photos). Was that the difference?
 
Nope. This was a bulk uploaded, connected on both power and a fairly fast connection via wifi....

With no change on my end, it went from 6% over the course of 4 hrs or so, and within a hr of after getting off the line with tech support, the other 94% completed....WITH no change on my end.
 
since u'r uploading over cellular i'd factor that in as well. Fixed connections (cable, DSL etc) will get better stability then mobile.
