I am trying to find a powerbank battery with a 3A or above output on a single port. Many of these say 3A using Qualcomm Quickcharge 3.0 . Does the IPad Pro 10.5 support this charging method ?

Yep. Apple have skipped Qualcomm quick charge and gone with the much better PD spec. PD is the same USBC power delivery system used for the Macbook and Macbook Pro and can provide up to 100w of power.
This means you can use the USBC wall chargers from the Apple laptops to quick charge your iPad Pro. It kind of sucks apple didn't include this in the box.
Unfortunately there is a bit of weirdness with the PD spec with some things saying PD but not working will all devices. I think the main issue is that the iPad Pro is using a USBC to lightning cable not just the standard USBC to USBC cable. However, I have had confirmation that the RAV power 268000Mah PD power bank will quick charge the iPad Pro using USBC to lightning PD charging.

Hopefully now iPhone 8 and X use PD fast charging with USBC to lightning we will start to see mass adoption of the standard and functionality with the lightning aspect of it.
