Title says it all. I currently don't use either, but if they maintain synchronization between the devices, I just may start using them. By this I mean, I'd be able to set up folders or whatever they're called on one device, and the changes would be reflected on the other. Possible?

Nope.

You would have to Wifi sync your photos over to your iPhone each time your iPhoto library changes. Either that or rely on iCloud's photo stream, but the latter isn't ideal.

No, at least not at the moment.
I hope for some kind of iCloud integration between the two libraries...
iPhoto for iOS is just amazing, I'm sure expecting iPhoto for Mac at least to follow it. They can't be completely independent...
