I was wondering if the reason that the new PayPal app crashes immediately, every time, on my jailbroken iPhone 6S+ (9.0.2) is the jailbreak. I tried the app in Safe Mode and it works. Does that mean that the jailbreak is the problem? Thanks.

It's another tweak, not the jailbreak in itself that may be contributing to the crashing. I'm on the same and I have no issues with my PayPal app. You may want to uninstall recent tweaks until you find the one that's messing you up.
What you have just done is the first step in troubleshooting jailbreak problems. Always go back to the last tweak you installed (or updated) if an issue starts to happen.
Cydia even makes it easy now by giving you a "Recents" tab to show you the latest tweaks you installed.

For the record, my PayPal app works just fine.
If you can't remember the last tweak you installed, you can always tap Installed on the bottom menu bar and tap the last tab on top for Recent. All tweaks and apps are listed most recent first.
