Does Low Power mode "downclock" the CPU?

Noticed when using low power mode on iOS 9, it seems to make games load a little slower then normal. Does low power mode downclock the CPU or GPU? I'm trying to figure out how Apple is getting that extra supposed "hour" of battery life and this looks like it might be it.

Yes it is and this was already determined a couple months ago during the beta period.

It down clocks the cpu by about 40% on the 6/6+. That's after benching with geek bench to confirm.
