Does MacMini have a repair disk? And what is it exactly, is it a partition or hardwired to the motherboard?
 
2011 Mac Mini's, in addition to the repair partition mentioned above, have a feature that allows them to boot directly from the Internet in case of drive replacement or total drive failure. Hold Apple/Command + Option + R on boot to start Internet Recovery. This will boot a recovery partition that will allow you to download a new copy of Lion.
 
or if you don't want to take hours (depending on internet speed) reinstalling lion...try this

-buy a portable harddrive
-boot osx lion setup way you like ect
-download/install either "carbon copy" or "super duper"
-using either make a clone to your portable harddrive

now if you ever have to reinstall...just boot using "option key" select portable drive...then just clone portable back to main drive...done.
 
To run "Repair Disk" on the system disk you can install AppleJack and run it from Single User mode.

The other answers are good for "Recovery", if that's what you mean.
 
You can also use the recover partition to install Lion onto a USB thumb drive if you had to (i've installed SL onto a USB drive, so i guess it will work with Lion).
 
kinda suz there is not just holding alt/option like my MBP to bring up disk utility etc etc. plus the lion thumb drive I bought from apple does not work. brand new mac mini 2.7
