I did not renew my monthly data plan with Tmo in my Note 8; however, when I plug the phone into my vehicle, Android Auto starts up, and I'm able to use Waze and Google Maps. I still have GPS to my typical travel locations and some guidance, although I can't request new routes. I don't have wifi in the vehicle, and I removed the sim from the Note. Odd, I would expect no functionality whatsoever.

You can download offline maps for google maps to use when you don't have service. I think the first time you start up Google Maps on a new phone, it asks to download offline maps for your home area. I don't think real time traffic updates work but you can still use navigation and see routes / roads on the map.
