The important info is already given in the thread you referenced. 🤓
The thread talks about a new format but doesn't detail what the new system is. Looking to understand what it is structure wise and how it is different that BS. Do you have any familiarity with this?

no. If you have access to Macs running Big Sur and Monterey you could create a simple new library with just a few photos on Big Sur, create a backup copy, then import this library in to Photos on Monterey and run a simple diff (e.g. diff -rq libraryfolder1 libraryfolder2) via the terminal on the Big Sur versus Monterey version.
This should give you an overview of folder hierarchy, files created and file size differences between both versions.
