So I switched from a iPad Pro 2017 to iPad mini 2019. I don't like the display quality of the Mini. While reading plain text (not moving) I find that the Pro was easier om my eyes.

Now my question is: is this because of just a better display on the Pro or is it specific to the 120Mhz Promotion feature?

If it has nothing to do with Promotion I'll just get the new iPad Air.

Nothing to do with promotion unless the text/images are scrolling.

The mini actually has higher pixel density so it should honestly be better during a static image

No. The iPad Pro 10.5" (mine) and iPad Air 10.5" (compared side-by-side in-store) look pretty much identical with non-moving content. (I know the brightness specs are different but I didn't have either device at max brightness.)
