Does Safari on iOS/iPadOS automatically (secretly) access to bookmarked websites when I open Safari in background? If so, for what purposes?

Having checked the macOS' Safari activities with a third-party app, it seems that when I open Safari on macOS, Safari automatically connects (sending outbound transmissions) to all bookmarked websites all at once, immediately, even though I open Safari with blank screen, in background without any notifications.
 
Sounds like what a browser would do to give a boost in performance.
Those would be websites that you have saved, so faster browsing might be a Good Thing™ (?)

As you can see in the Safari tab in settings, there are plenty of settings which suggest some checking and pre-loading is going on when you start... (imho) if you don’t like this try to switch off the option... anyway Chrome will look as well for your location to get Adverts location based to you as well....
