Does Siri have a whisper mode?

Sometimes Siri speaks very very quiet. Is that normal? I went to the Apple store to ask about it and he didn't know what I was talking about.

I can't consistently reproduce it so it is either a "feature" or a "bug" (sometimes those are the same thing).
