I dropped my 6+ today while moving :(
There are a few chips in the glass, but not on the actual screen portion, but up near the earpiece and down by the home button.

If I pay the $129 for Apple to replace, am I correct to assume that they replace the entire front panel?

Yes, including the home button.
 
Yep! As mentioned above, they replace the whole thing. It's all one part. Then they throw it into a calibration machine to verify the proximity sensor and the touch sensors are working as they should. :)
