I'm sure it's on shipment. In some states it is illegal to charge someone for a product that you cannot sell them yet so most online retailers only charge on shipment.

However like Dell, they actually 'authorise' payment when you place your order. That's not the same as charging.

Your "available balance" on your credit card or bank account will be reduced, when you order, but it won't be actually debited until it ships.
