This may be a stupid question, but I'm wondering if the mail app filters spam, or if filtering spam is on the email providers side

The app itself?
No. But the email service you use more than likely does.
There used to be a jailbreak tweak (I used to use it) that allowed you to specific per mailbox rules for that app though. It had a spam filter that you could customize.
Unfortunately it never got updated past iOS 7 or I'd be using it still.
