Does the iOS 10.1 beta keep the people data in photos

You backup encrypted in iTunes, then archive the backup inside iTunes.
That - is the first step.
The public beta is a profile you install. Once that profile is installed and you go to settings > general > software update > the new public beta will be listed there.
And it's an upgrade.
Whatever I had on the iPad, I still have on the iPad, same with the phone.
Once the beta period is over, either the latest gm build is the same and you don't upgrade, and everything is normal, and then the next stable release is the next upgrade (and again you keep everything). Or if there's a reason for apple to make final changes, a new builder number is out, and your 'gm' build gets upgraded to the same version number 'gm' but a different build number.
Short reply: you keep your stuff.
Worst case scenario: it's a beta; you accept the risk of losing everything due to bugs and glitches. Hence the backup.

Thanks for answering, I have been on beta programs with Apple with various success over the years, but wondered specifically if the 'people' information was retained when updating.
I read somewhere that Apple doesn't back the faces information up and it's only stored on device (which is why it doesn't sync between devices over iCloud.

Well, I have no documentation to proof it's the case, but my experience is that it's just a regular upgrade and there's no loss in data on anything in contacts. Notes I made, urls I've added, social content I put in during ios7 is still all there.
I even notice no issues going from my 5s to 6s+ btw.
In fairness, with the exception of the iOS7 beta, this has always worked well for me retaining my information. I've just read in the iOS 10 guide that the data syncs between iOS 10 devices (it just doesn't sync with Sierra for some reason).
