Does the iPhone have to have constant Safari refreshes?

If you're in Safari. Pages will constantly refresh. So, my question is, what's the point of multitasking? You might as well just have one page open, it's going to refresh anyway.

Say I'm replying to someone, in a post just like this one, and I want to switch back to a reference page (second tab in Safari) to relay information. You simply can't do that on a iPhone. The pages are just going to keep refreshing.

But I mean, does it HAVE to do that? Is it necessary! Don't you just hate it?

It doesn't do that for me. If I have some tabs open and I don't use Safari for a while, then they refresh. If I'm switching between tabs, they don't refresh. Maybe that's a new feature in iOS 6 (I am using beta 3).

That shouldn't be happening with just 2 pages open. I've used the desktop version of MacRumors Forums and Googled people's problems for them and never had a problem with refreshing.

Although, It all depends on how "big" the pages you are loading are; desktop graphic-laden pages will fill the cache quickly causing the other pages to be purged.
