Just bought an 320GB external just for Time Machine, & then installed Windows XP/SP3. Will any future Time Machine backups save all the Windows stuff? For instance, I've got a photo editing program thats only on Windows. Will any of the photo's, & the program itself be backed up?

No - Time machine only works on your OS X partitions, You can use NT Backup (comes with Windows) to back up files in Windows mode.

If you installed Windows on a virtual machine with VMWare Fusion or Parallels, that data will probably be backed up using Time Machine, the downside is it backs up the entire virtual machine, not files.
