Sometimes I put a different wallpapers on my iphone and it feels slowly. Then, I put another wallpaper and feels faster. Does the wallpapers affect performance or it is just me ?

There has been instances, particularly with Betas - where performance is indeed quicker with a pure black background.
I believe this to be well and truly patched by iOS11 release.
iOS 11 is already out. :p Did you mean iOS 12?

I've always thought it was just me. Phone feels faster when using stock wallpaper, no matter what the iOS.

This. I have to change my wallpaper everyday because i don’t know what to use. I don’t like stock wallpaper but I feel like using them make the phone faster than using web pages wallpapers.

I doubt there's a difference between stock and other wallpapers. However, definitely the dynamic wallpapers impact performance. It might not be obvious on newer devices because they're faster, but I have an Air 2 and with dynamic wallpaper things are a bit slower, not enough to cause problems but it is noticeable.
