Had an issue with a bad USB-C charger recently and after plugging devices into it they quit showing they were charging. It appears the voltage out is very high and even a USB-C multimeter I bought quit working immediately after being plugged into this charger.

So here is where I am confused. I used the last 5% of charge in the iPad to delete it and prep it for Apple repair. I left it plugged in to another USB-C charger (from reliable Anker this time) and it NEVER shows it is charging on the battery icon, but it went from 3% to 100% overnight.

No matter what charger I connect it doesn't show charging....at all, but it APPEARS to have 100% battery charge. An apple box is coming for repairs but any thoughts?!? Is there a charge sensing circuit that got smoked but would still allow it to charge?

Have you tried a cold (force) restart of the iPad? Sometimes the charging software gets out of sync and needs to be reloaded.
Reboot, restart, complete erase..... It occasionally shows charging but not consistently. It is ALMOST like it is having trouble negotiating a charging protocol/rate with the chargers?

We shall see when it heads off to Apple this week.
