The piece highlights the fact that the current average single web page is larger than the original DOS Doom install package!
There's no stopping this of course and although there are some partial solutions for older devices (intelligent proxies, text only browsers, No Script etc) I think a better solution would be an active modem/router that could deliver stripped down pages, or better, your ISP offering custom channels that offer full web or legacy compatible access.
