I'd start by replacing the RTC battery for a new one: BR 2032 (AFAIK Panasonic is the only manufacturer that still makes them).

Well, after 10 years it's definitely time to replace it ; )
Although voltage may still seem 3.0 V , a battery voltage depends a lot on the load (=current draw).
In other words a new battery and an old one may both measure ~3.0 V with a multimeter.
The difference in voltage appears when there's a load: an old one will drop voltage a lot while a new one stays stable.
An old RTC battery can cause several funny issues , so that's why I'd start with the easiest/ most obvious culprit.
In case this doesnt solve the issue, I'd go through the troubleshooting procedure with a minimal setup.
I will go ahead and replace the battery. (makes sense)
Did learn from the technician's guide that the double red LED flash when intermittently shutting down is normal and does not indicate a problem.
