If I buy news explorer or streaks on iPhone will I have it in iCloud on iPad or will I have to buy again? I know that Things 3 doesnt work that way. Why is that ? how to check it?
 
In the App Store in the app's Information section, there's a Compatibility drop-down. For Things 3 for iPad, it doesn't show there's a compatible iPhone version, but for Things 3 it shows compatibility with iPhone and iPad. Same with News Explorer: the compatibility list shows iPhone and iPad and other devices.

If you're ever in doubt though, you can also contact the developer by going to the developer website listed in this Information section.

It all depends on how the app developer has structured it. Many iPhone apps will work on iPad... but not all... and many apps have versions specific to iPhone and/or iPad.

As @Namara stated above, check the information in the App Store for the app before you buy.
