im getting a mac pro and im wondering if i should downgrade it to quad 2ghz and then upgrade the gpu to an ati radion x1900 xt or keep the 2.66 and the stock gpu. as i cant afford to pay for more than that.

The 2.66 chips are a great deal. Moving up or down on the cpus is a rip.

Stick with the 2.66 and add the ATI card later. There may be some developments in the third party graphics sector soon.
 
Agreed. GPUs are far easier (and cheaper) to upgrade later, and you'll get a lot more performance out of the 660mHz bump.
