Can I downgrade my 3GS to iOS 3.1.3 from ios 5. If so how do I do it?

Apple refuses to allow users to make their own decisions, so no, you can't. If you ever want to be able make your own decisions, Android would be ready to help!

No, or at least not officially, and this is why:

To prevent devices from being downgraded to older versions that lack the latest security updates, iOS uses a process called System Software Personalization. If downgrades were possible, an attacker who gains possession of a device could install an older version of iOS and exploit a vulnerability that’s been fixed in the newer version.

I was able to but I'm not sure if it's a guaranteed way. I download the firmware I wanted, pressed shift and restore, chose that ipsw and then when it finished restoring it says it can't reboot or iTunes detects a iDevice in recovery mode. At the time you open redsn0w and follow the jail breaking directions then at the end you'll be downgraded. (it worked on my iPhone many months ago.)

You can only downgrade if the earlier version is still being signed by Apple - assuming you are NOT jailbroken.

If you're jailbroken, if you have an older phone (like my 3Gs) you should be able to downgrade to any earlier version of iOS for which you have the shsh blobs.

The only downgrade you can get to is iOS 4.1, which Apple still weirdly sign for the 3GS - although I haven't checked the status of this in a while. Otherwise it's a no-go unless you have SHSH blobs.

The only way would be if you had the SHSH blobs saved for 3.1.3. Otherwise, it is impossible. Although I have been able to downgrade a 4th gen iPod touch before without the blobs...
