I am considering downgrading my Mac Pro 5,1 (upgraded from 4,1) from Mojave to High Sierra so that I can do an install of Windows using Boot Camp Assistant. How difficult or hard would that be to do? Then after I get Windows installed with Boot Camp Assistant, would I be able to upgrade to Mojave again and keep the boot options at startup?

Yes the drive on this Mac is formatted APFS and yes it is running Mojave. So I have ordered two 1 Tb Samsung EVO 860 SSD drives and plan to start the attempt to get a bootable (at startup) copy of Windows installed. Please bear with me. I may - probably will - have a lot of questions.

You don't need BCA to install Windows- get the relevant driver package https://support.apple.com/kb/DL1720?locale=en_US, format and/or partition the drive in Disk Utility, and just run the Windows installer manually.
