I probably made a mistake by upgrading to iOS 17, so I'd like to downgrade to iOS 16.

I don't have a iCloud device backup of iOS 16, but I'm pretty sure all apps I have are synced through iCloud (e.g. Apple's apps, WhatsApp) or use their own cloud (e.g. Telegram). But say that I'm still missing some data, can I then upgrade to iOS 17 again and restore from the latest device backup of iOS 17? So that way I can always go back to my current state?
 
If your backup was made on iOS 17, only a device with iOS 17 can use that backup. If you wish to remain on iOS 16, you'll have to use the latest backup from iOS 16. You'll likely lose some data, but depending on how long ago you upgraded, it probably won't be too much.
